Article I: Name

   The name of this organization shall be the South Jersey Area Rocketry Society, a section of the National Association of Rocketry (NAR). This name may be abbreviated as "SoJARS." It is also referred to in this document as the "club."

Article II: Mission Statement

It is the purpose of this organization to:

   a. Advance the educational, scientific, and recreational hobby of model rocketry in the southern New Jersey community.

   b. Operate a safe, organized model rocket range in accordance with NAR standards, applicable regulations, and the NAR Safety Code in a congested suburban area.

   c. Encourage and promote educational, scientific, recreational, and leadership opportunities for younger hobbyists within the context of model rocketry and this organization.

   d. Provide the members of this organization with an environment that will allow us to further our interests in all areas of model rocketry.


Article III: Membership

   a. Membership is open to all persons interested in Model Rocketry. NAR membership is strongly recommended but not required.

   b. Membership category for a given year is based on that members age as of January first of that year.

   c. Youth members are those members who are 13 years of age or younger. All youth members must have a parent or legal guardian as an active member of the club. All youth members must be accompanied by an adult member at all club activities.

   d. Junior members are those members who are aged 14 to 17. All junior members must have a consent and release form signed by a parent or legal guardian on file with the club if they will be at club activities without a parent or guardian.

   e. Adult members are aged 18 and over.

   f. Discipline: Membership may be denied to, or revoked from, anyone for commission of a felony, willful disruption of club activities, non-payment of dues or willful violation of the rocketry safety code. Members accused of such allegations shall have the right to review the allegations against them at a regularly scheduled meeting and have the opportunity to provide evidence in their defense. Any expulsion shall be made only after the above due process and after a 2/3 majority vote of the members present at the meeting .


Article IV: Dues

   a. Dues will be collected to fund club activities and equipment.

   b. The amount of dues to be charged to each membership class for that year will be determined at the first meeting of each calendar year.

   c. Special assessments may be levied by a majority vote of the members present and voting at any meeting of the club provided that notice of such intent is given either at the previous club meeting or written notice is provided to each member at least five business days preceding such meeting.

   d. All dues and monies collected by the club shall be kept in a general fund by the Treasurer and shall be paid out only on direction of the Club.

   e. Dues will be pro-rated by month for new members.

   f. These section dues are separate from any national dues paid by members to the NAR.


Article V: Meetings

   Meetings of the club shall be held at regular scheduled intervals as determined by the Board of Directors. Additional meetings may be held as needed provided the members of the club have received notice at least one week before the meeting date.

Article VI: Governance

   a. The officers of the club shall be the President (also considered the Advisor), Vice President, Secretary, Treasurer, and Director of Range Operations and Safety.

   b. These officers constitute the Board of Directors.

   c. One person may hold more than one of the above positions (with the exception that the President can not be the Vice President).

   d. Elections will be held at the first regularly scheduled meeting of each year. Terms are for one year (effective 1/1/2001- the first group of officers elected in 1999 shall serve though 2000).

   e. Any vacancies before the regular election meeting will be filled by vote at the first regularly scheduled meeting after the vacancy has occurred.

   f. All officers must be adult members of the Club and insured members of the NAR.

   g. In order to provide leadership opportunities to younger club members, Junior members may be nominated and elected as officers in addition to (but not in place of) Adult members. For example, an Adult and a Junior member may both be elected and serve as "Co-Presidents." These junior officers do not have to be members of the NAR.

   h. The President will provide general leadership of the club and act as the public relations contact for the club. He shall also organize and preside over chapter meetings. He shall be an ex officio member of all club committees.

   i. The Vice President will perform the presidents duties in his absence.

   j. The Secretary shall be responsible for keeping records of membership, mailing lists, and recording and reporting minutes of club meetings and activities.

   k. The Treasurer will be responsible for collecting, maintaining, and disbursing club monies at the direction of the board of directors. The Treasurer will report on the club's finances at all regularly scheduled meetings.

   l. The Director of Range Operations and Safety will be responsible for arranging for and operating the clubs flight range in accordance with all relevant laws, regulations, and the NAR safety code.

   m. Committees may be formed by the club at any time by the Board of Directors.


Article VII: Amendments

These bylaws may be amended by a two-thirds vote of those Section members present and voting at any regularly scheduled meeting of the section, provided that the amendment has been introduced at the previous regularly scheduled meeting.
